2 × 9 = 18. That is the short answer, and it is the same answer whichever way round you write the two numbers. Written the other way round the answer does not change. 9 × 2 = 18 as well, because multiplication is commutative — the order of the two factors never affects the product. That halves how many facts you actually have to learn: get 2 × 9 and you have 9 × 2 for free.
Use the nines rule. The tens digit is one less than the number you are multiplying — one less than 2 is 1 — and the two digits always add up to nine, so the answer is 18. Check it: 1 + 8 = 9.

2 × 8 = 16, 2 × 10 = 20, 1 × 9 = 9, 3 × 9 = 27. Those are the answers people most often give by accident when they are a beat too quick.
The gap between neighbours is worth knowing on its own: each extra two adds 2 to the running total, and each extra nine adds 9. So if 2 × 9 = 18 is solid, you can reach 2 × 10 by adding 2 rather than starting again.
Recognising a fact and recalling it under time pressure are different skills. A fact you can work out in four seconds still costs you four seconds every time it appears inside a longer calculation.
